K-12 Education System of Montenegro

The Ministry of Education of Montenegro is responsible for K-12 education in Montenegro. The K-12 education system in Montenegro comprises of pre primary, primary and secondary education. 

Pre-primary Education

Pre primary education in Montenegro is provided by nursery schools and kindergarten. This educational level is optional. Pre-primary education in Montenegro promotes children’s intellectual, physical, creative, social and emotional development. It also prepares children for school. 
  • Nurseries are for children up to 3 years of age
  • Kindergartens are for children aged 3 to 6 years.

Primary Education

Primary education in Montenegro is compulsory to attend. This educational level provides the basic numeracy and literacy skills and also prepares students for further studies. 
  • Duration: 9 years
  • Ages: 6 to 15
  • Grades: 1 to 9
Primary education is divided into three levels:
  • Level 1: This includes grades 1 to 3 and is referred to as classroom teaching.
  • Level 2: This includes grades 4 to 6 and is referred to as classroom and subject teaching
  • Level 3: This includes grades 7 to 9 and is referred to as subject teaching.
 Curriculum: Mathematics, mother tongue and literature, physics, history, Serbian language, art education, chemistry,  geography, technical education, social studies, Albanian language, nature and society, biology,  music, physical education and foreign language.

Certificate awarded: Certificate of completed primary education

Secondary Education

Secondary education in Montenegro is provided by gymnasia, vocational and specialised schools, and combined secondary schools that provide general as well as vocational education.

Gymnasium (Gimnazija): Gymnasium provides general as well as broad education.
  • Duration: 4 years
Curriculum: Mathematics, mother tongue and literature, history, biology, official language, chemistry, fine arts, physics, foreign language, music, philosophy, geography, computer studies, sociology, physical education, psychology, and compulsory elective subject. 
Elective subjects include social work, sports, research, peace and human development, cultural and artistic activities, and religion and ethics.

Arts schools: These schools last for 4 years and offer studies in the field of music, ballet and art.

Vocational schools  (Zanatska skola): These schools provide skills and techniques in a specific trade or vocation. Also,graduates from these schools can go for higher studies.
  • Duration: 2 to 4 years
Lower-level vocational schools offer programmes that last for 2 years; and middle-level vocational schools offer programmes that last for 3 to 4 years. At the end of 4-year vocational programme, students are required to undertake a professional exam.

Professional education (Stručna skola): The professional schools in Montenegro specialize pupils in a particular field. These schools offer broad education and last for 3 to 4 years.

Examination

At the end of secondary education, students are required to undertake “Matura” exam. Students who pass this exam are eligible for higher education in Montenegro.

Certificate awarded: Upon successful completion of the secondary education, students are awarded a high school diploma (Diploma o Zavrsenoj Srednjoj Skoli).
